Lisbon man charged with allegedly striking victim, damaging police vehicle

OGDENSBURG – A Lisbon man faces multiple charges following an alleged domestic dispute involving a hammer and blows to the head and face of the alleged victim.

Mark S. Willard, 52, was arrested and charged Tuesday, Oct. 17, with third-degree criminal possession of a weapon, second-degree menacing – weapon, fourth-degree criminal mischief, second-degree harassment - physical contact, disorderly conduct, and second-degree obstructing governmental administration, according to state police.

On Oct. 9, troopers responded to the Dandy Road in the town of Lisbon for a domestic dispute.

An investigation determined Willard and the victim were involved in a verbal argument that turned physical when Willard grabbed a hammer and started making threatening remarks, police said.

Willard put the hammer down, re-approached the victim, slapped the victim in the face, and backhanded the victim in the face, officers said

The victim ran away from Willard, and Willard went outside, said police.

While interviewing Willard, police said he became agitated with law enforcement presences and was refusing verbal commands.

After being taken into custody, Willard caused damage to a police vehicle by allegedly kicking the seats and center console, troopers said.

He was arraigned in City of Ogdensburg Court and released on his own recognizance.
