MASSENA — State police have charged a Massena man with harassment following a physical altercation on State Highway 56.
Police say troopers were informed of the altercation in the town of Louisville on Sept. 22 around 9:05 a.m.
Police say Mark J. Buffman, 50, was involved in a verbal argument that turned physical when Buffman struck the victim in the back of the head with his fist.
According to police, the victim’s glasses were damaged when they fell off after being struck by Buffman.
Police charged Buffman with fourth-degree criminal mischief and second-degree harassment.
He was arrested and processed at SP Massena regarding the incident.
He was issued a criminal summons for the harassment charge and an appearance ticket for the criminal mischief charge, police say.
Both tickets are returnable to the town of Louisville court for a later date in November.
