MASSENA -- State police say they charged Paul K. Fregoe, 78, of Massena with endangering an incompetent person, a felony, and forcible touching, a misdemeanor, at 9:50 a.m. Friday.
He was charged stemming from a case opened Oct. 13 at 8:10 p.m. in Massnea, troopers said.
Fregoe was released with an appearance ticket, police said.
