GOUVERNEUR – St. Lawrence-Lewis BOCES is celebrating a state-level honor awarded to Clara Cummings, human resources director at Empire State Mines, who received the 2026 Association of Career & Technical Education Administrators (ACTEA) Business Partner Award.
The award recognizes business partners whose commitment to Career and Technical Education creates meaningful opportunities for students and strengthens the future workforce.
Under Cummings’ leadership, Empire State Mines has expanded work-based learning opportunities for SLL BOCES CTE students at Southwest Tech in multiple programs such as Heavy Equipment Operations, Metalworking, Automotive Technology, Electrical Technologies, Building Trades and Emergency Medical Careers. The company also developed a unique underground mining internship program that provides students with hands-on industry experience and sponsors an annual scholarship for graduates earning a New York State Technical Endorsement.
“Clara and Empire State Mines have demonstrated an extraordinary commitment to our students and programs,” said Lori Sheffield, director of Career and Technical Education for St. Lawrence-Lewis BOCES. “From creating innovative learning experiences to supporting scholarships and serving as advocates for Career and Technical Education, they’ve helped open doors for countless students while strengthening the workforce throughout our region.”
Cummings said the partnership reflects Empire State Mines' commitment to investing in the next generation of skilled workers.
“It’s an honor to receive this recognition,” Cummings said. “Our partnership with Southwest Tech has allowed us to connect students with career opportunities while helping them gain the skills and experiences needed for success. Empire State Mines sees the value in the hands-on, active learning that takes place in CTE programs. It brings great joy to see these local students not only complete the tasks required in their trades programs but truly watch them thrive in their educational setting. Supporting local students and strengthening the future workforce is something Empire State Mines is passionate about, and we look forward to continuing the partnership for years to come.”
In addition to creating hands-on learning opportunities, Cummings serves on multiple advisory committees and actively participates in regional workforce planning efforts, helping ensure St. Lawrence-Lewis BOCES CTE programs align with industry needs.
St. Lawrence-Lewis BOCES congratulates Clara Cummings and Empire State Mines on this well-deserved recognition and thanks them for their continued partnership in preparing students for successful careers.
