GOUVERNEUR — With taxpayer costs and county spending among the issues facing St. Lawrence County, candidate Besaw says the focus of their campaign for the County Legislature is saving residents money, addressing state-mandated expenses and improving county services.
Besaw, who has served as a Gouverneur Village Trustee for eight years, said the experience has provided an understanding of local government operations and the challenges facing municipal officials. Before joining the board, Besaw attended village meetings for about a year to learn how government works.
Besaw has also attended St. Lawrence County Legislature meetings for the past year and regularly shared information with the public about topics discussed at both the village and county levels.
That experience, Besaw said, has helped prepare them for a seat on the County Legislature and reinforced the importance of keeping residents informed about government decisions.
Besaw identified state-mandated requirements for county programs, including the Department of Social Services, Sheriff's Department and county prisons, as some of the county's biggest challenges.
According to Besaw, the county does not have sufficient funding and personnel to meet all the requirements imposed by the state, placing additional pressure on local taxpayers.
Besaw said addressing those financial pressures and finding ways to save money for residents would be a central focus if elected.
Besaw's top priority would be reducing the financial burden on taxpayers, with a particular emphasis on lowering the county sales tax on heating fuels.
With colder weather approaching, Besaw said the cost of keeping homes warm is a concern, particularly for vulnerable residents who may struggle to afford heating expenses.
Besaw said reducing the tax on heating fuels could leave households with more money available for other necessities, including groceries, electricity and prescription medications.
The proposal reflects Besaw's broader focus on the rising cost of living and the impact of household expenses on county residents.
Besaw said St. Lawrence County has made efforts to plan for future needs, upgrade facilities and improve county-owned properties to make them more user-friendly.
However, Besaw identified the county's Solid Waste Department as an area requiring attention, particularly regarding safety at transfer stations.
Besaw said safety should be prioritized for both employees and members of the public who use the facilities. Concerns, Besaw added, should be addressed before they develop into more serious problems.
Besaw's stated priorities center on reducing costs for residents, addressing the financial pressures associated with state mandates and improving safety and accountability in county operations.
