MASSENA -- State officials are recommending a complete clean up of contaminated property at the site of the former Alcoa Continuous Mill.

The State Department of Environmental Conservation has approved a recently completed Remedial Investigation Report that outlines contamination found at the Park Avenue East location and recommends development of a remedy to address the contamination.

Contaminants like polychlorinated biphenyls (PCBs), volatile organic compounds (VOC) and polyaromatic hydrocarbons (PAH) were found at the site, the report says. PCBs are commonly added to hydraulic oils.

The report states all contaminants are highly localized and limited to the areas in the immediate vicinity of potential historical release locations. The report states a feasibility study is the next step in the process, based on information from the investigation.

Contaminant mobility in the soil and in groundwater at the site is limited given low soil permeability, absence of active sources and lack of rainwater infiltration, the report states.

DEC recommends a full clean up of the site to remove all threats of PCBs, VOCs and PAHs.

Howmet Aerospace Inc., formerly Arconic Inc. completed the study.

The 1.34 acre area, located in Building 140 on the Alcoa West Plant location, currently does not have any machinery. Operating processes are no longer conducted at the site. Other surrounding portions of Building 140 maintain active manufacturing operations. Three areas of concern have been identified in the building, including a former furnace site, former oil cellars and former turnstile wire coiling area. The entire site, including these areas, are the subject of this remedial program.
