MASSENA — A public hearing to amend the town’s solar energy facility law to include a payment in lieu of taxes (PILOT) provision drew no comments.
The hearing was Wednesday, Jan. 20, just before the start of the monthly Town Council meeting.
The board voted unanimously to amend the law. It now says the town “shall not permit any exemption within its jurisdiction” pursuant to state law “with respect to any energy system constructed or installed” after the law passed.
It says the town may enter into a PILOT deal “in respect of the installation or improvements relating to any such facilities.”
North Side Energy is in the process of building a large-scale solar farm. The lot where the project will go is on an approximate 2,200-acre chunk of land that is in the towns of Massena, Brasher and Norfolk. The actual solar farm is anticipated to take up between 1,200 and 1,400 acres of that.
