CANTON -- The St. Lawrence-Lewis BOCES Board of Education appointed Marshall Fiese as the director of labor relations, effective Feb. 24.
Fiese holds a BA in economics from St. Lawrence University, a JD from University at Buffalo Law School, and an employment law certificate from Cornell University. He brings a decade of public law experience, including his most recent role as supervisory attorney in the Office of the Chief Judge of the Social Security Administration.
The Director of Labor Relations oversees the Employer/Employee Relations Service, which BOCES provides for its component district. This includes:
• Negotiation, interpretation, and management of collective bargaining agreements
• Representation in disciplinary matters
• Representation at improper practice hearings, unit clarification matters, and at labor related mediation, arbitration, and fact finding
• Assistance with questions of tenure, seniority, staff reduction and recall, discipline, dismissal and related matters
• Electronic training for staff in areas of health, safety, and organizational culture
• Labor posters for all federal and state mandated employee notifications
• Unemployment insurance cost control
