Update April 3 at 11:40 a.m. to include additional details regarding the lawsuit filed against Citizens Advocate and detailing that Scott Phillip Lewis is the plaintiff and does not hold a law degree.

A sixth candidate has announced a campaign to attempt to unseat Congresswoman Elise Stefanik.

Scott Phillip Lewis, a 34-year-old Independent born in Syracuse, said he is "actively doing the work that Stefanik if not for the district."

"I have active pro se lawsuits against bad actors,' Lewis says on his website.

He notes that he has lawsuits against Essex County, NY, Franklin County, NY,  and Adirondack Medical Center.

Lewis has also filed a lawsuit against Citizen Advocates, Inc., which was initially incorrectly filed against Citizens United.

In the lawsuits Lewis, who does not appear to have a law degree, is listed as the plaintiff and is representing himself.

In the lawsuit filed against Citizens Advocates Lewis states that he experienced a traumatic brain injury and has had past struggles with alcohol use disorder.  He mentions multiple mental health disorders that he has struggled with, inlcuding Attention Deficit Hyperactivity Disorder (ADHD) and Post Traumatic Stress Disorder (PTSD). He makes a number of claims in the legal document that can be seen here viewed at here.

"The lawsuit I filed against Citizen Advocates needs to be amended as you correctly indicated it currently reads "Citizen United."  There have been some moving parts with the Magistrate Judge, Daniel J. Stewart but nonetheless, once the lawsuit is amended as originally intended, Citizen Advocates will be the defendant," he wrote.

"I am focused on holding those accountable who have taken advantage of those in this District, including blatant Constitutional right violations," he wrote on his campaign website.

Phillip Lewis said he is running to "create solutions to the unique challenges District 21 faces, including but not limited to ensuring access to affordable, quality healthcare."

Phillip Lewis attended Nation Sports Academy in Lake Placid in 2008 and has since made his home in Lake Placid since 2021.

Following his time at the National Sports Academy, Phillip Lewis attended Western New England University, where he graduated with a degree in finance in 2013. He also minored in enterprise resource planning and economics.

"I have backgrounds in insurance, financial planning and trading after working at Northwestern Mutual and Charles Schwab.  I also have experience in healthcare, working for a company that represented hospital associations across our Country," he said.

Phillip Lewis said he has "the experience and ability to make a profound impact in the 119th Congress."

"I am committed to serve the people of one of the most unique districts in all the land - the New York State 21st Congressional District.  It is my absolute honor to have your support.  Please get involved today so we can make a positive impact together," he said.
