Ogdensburg manager criticized after planning to hire rec coordinator following elimination of Rec Dept.

OGDENSBURG -- Ogdensburg City Manager Steve Jellie plans to hire a recreation coordinator, but the decision drew stark criticism over the recent termination of Recreation Director Matthew Curatolo through the elimination of the recreation department.

Angela McRoberts was most vocal about the decision. She said the described position sounded essentially the same as that of the former recreation director and questioned why he was not moved into that position rather than being terminated.

She said Curatolo had proven that his loyalties lied with the city’s youth and was available day and night to assist those in need. She said he was committed to the job and asked them to give some thought about the consequences of their decisions.

Jim McCarthy asked that the city provide the description of the proposed job to civil services, so they could choose the proper title based on the duties.

He also offered praise for Curatolo.

Despite disagreement from some councilors, Jellie intends to search for a candidate to fill the new job.

Recreation Facilities and Programs will be administered by the Office of the City Manager and supervised by a new position most likely titled "Recreation Facilities Coordinator,” Jellie said.

He said the new hire will be responsible for planning, scheduling, use and oversight of our 5 key recreational facilities. This includes the Dobisky Center, The Lockwood Center, The City Pool, The City Marina and all athletic fields and playgrounds.

This position will provide recommendations to the city manager on the types of seasonal and part-time employees required, work closely with all our active volunteer sports and recreation organizations, and the Ogdensburg City School District.

“In addition, it is my expectation that the Recreation Facilities Coordinator will work closely with the Office of the City Manger in attracting outdoor sporting events to the City of Ogdensburg,” Jellie said in an emailed response to questions.

Jellie said he expects some fall and winter activities to take place.

“Ice skating and hockey are in play for now. We are working with the school district now to align with the programs they are permitting and stay within the guidelines provided. Basketball and swimming programs will be the next to be considered,” he said.

Jellie said the position will be advertised.

“We will be advertising the full-time position within the next two weeks - salary is not yet been determined,” he said.  

Will this be part of budget discussion or will it come from an existing line item?

Jellie said the salary for this position will be funded from savings achieved through current budget line items and will be the included going forward in the Office of City Manager budget for 2021.  

“A proposal to officially eliminate the Department of Recreation will be presented to City Council in near future, to include the requisite changes to the City of Ogdensburg Charter,” Jellie said.

“The abolishment of the Department of Recreation does not mean that all recreation programs will be abolished, in fact we hope to enhance some of the more popular programs when COVID restrictions are eased.”
