MORRISTOWN -- An Ogdensburg man was jailed Monday following a sexual offense complaint first reported to state police Nov. 11.
James A. Horton, 65, was charged with first-degree criminal sex act, at 11:20 a.m.
Troopers said the charges stem from Horton sexually assaulting a female who was less than 13 years old at the time of the alleged assault in the fall of 2012. He knew the alleged victim, troopers said.
Troopers arrested Horton May 16. He was arraigned by Morristown Town Justice Hames Phillips and remanded to St. Lawrence County Correctional Facility, Canton, in lieu of $10,000 bail or $20,000 bond.
