POTSDAM -- A man village police arrested twice in an hour early July 21 was arraigned in village court on 14 counts Wednesday.
Village police report that Lance C. Harbart, 26, was arraigned on four felony counts of third-degree criminal mischief, and misdemeanor charges: seven counts of making graffiti and three counts of fourth degree criminal mischief.
The charges resulted from alleged incidents in the village where Harbart was said to have thrown a computer printer onto Market Street near the town offices, after which he was arrested for obstructing traffic, and later, is alleged to have inured a woman on Market Street by hitting her in the face, and he was arrested again.
Still later, police say, Harbart went on a graffiti spree. Police say victims of that vandalism identified so far are the post office, FedEx, UPS, Verizon, the Watertown Daily Times, the building at 22-24 Market St., and a building at 6 Depot St.
The official estimate of the damage is $7,312.
