Andrew Cuomo, New York Attorney General and Democratic nominee for governor, has formally endorsed Bill Owens in his reelection campaign for New York's 23rd Congressional District.
Cuomo listed Owens' strong commitment to creating jobs in Upstate New York as one reason for his support of the Congressman.
