I have a question: Why do some of the apartments in Potsdam where heat is included in the rent still not have the heat turned on? It is my understanding that NYS law says that the heat has to be turned on from Oct. 1 to May 31 if the temperature is below 55 degrees during the day and 40 degrees between 10 p.m. and 6 a.m. I don’t know if anyone else has noticed, but it’s now October and it’s been pretty cold out a couple days this week.
