St. Lawrence County approves deal with housing council to enhance lead mitigation program

CANTON -- The St. Lawrence County legislature approved an agreement with the North Country Housing Council for delivery of the county’s lead-based paint hazard mitigation program.

They passed the motion during their Monday, Oct. 5 meeting streamed live online over YouTube.

The county has a $1,000,000 grant to perform lead abatement in houses that have that type of paint, which poses a health hazard, especially to children.

Over the summer, county Planning Director Jason Pfotenhauer had suggested funding a way to link the lead mitigation program with the housing council’s CDBG program, which gives grants to homeowners for housing rehab.

He floated the idea because the lead grant has a $20,000 cap, and some projects cost more. That’s where the CDBG funds come in.

The county’s Oct. 5 resolution notes that “the model for delivery of the lead-based paint hazard reduction program is consistent with the model used in the partnership between the county and the North Country Housing Council to deliver CDBG-funded housing rehabilitation programs.”
