CANTON – A St. Lawrence County man now incarcerated at the St. Lawrence County Correctional Facility was indicted Thursday, Dec. 16, by a St. Lawrence County grand jury for first-degree sexual abuse.
It is alleged that Kevin Norris, 28, had sexual contact with a person less than 11 years old on or about Nov. 28 in the Town of Lawrence. He was also indicted for endangering the welfare of a child.
In other grand jury action:
Shane Caskinett, 42, 161 Water St., Apt. 1, Massena, was indicted on two counts of driving while intoxicated, first-degree aggravated unlicensed operation, an interlock violation and refusal to take a breath test. According to court documents, Caskinett was the operator of a motor vehicle on Dec. 17, 2018 in the Village of Massena in an intoxicated condition and knowing his license was suspended. It is alleged he violated a court order by operating the vehicle without an ignition interlock device.
Joshua Hanna, 33, 2540 State Highway 184, Heuvelton, and Carol Phillips, 40, 1308 Ford St., Ogdensburg, were each indicted on one count of third-degree unlawful manufacturing methamphetamine. On Aug. 11 in the City of Ogdensburg, it is alleged both defendants did possess, with the intent to use, products used to manufacture methamphetamine.
Amber Dashner, 27, 61 W. Wall St., Apt. 1, Gouverneur, was indicted on a felony count of second-degree assault, fourth-degree criminal mischief, and resisting arrest. It is alleged that on Aug. 7 in the Town of Gouverneur, Dashner injured the state trooper who arrested her. Dashner allegedly resisted arrest by scratching, punching, and biting the trooper when she was placed in custody for damaging a neighbor’s mailbox.
