MASSENA -- A Hogansburg man was charged Friday stemming from personal-injury accident that took place Aug. 27, according to state police.
Riley C. Mitchell, 30, was charged with first-offense DWI, first-offense operating a motor vehicle while ability impaired by drugs, seventh-degree criminal possession of a controlled substance and third-degree aggravated unlicensed operation, officers said.
He was released on his own recognizance, police said.
