Citizens Advocates employees in Franklin County charged for bringing crack-cocaine into household

MALONE — Employees of Citizens Advocates Inc., located on Route 37 in Malone, have been arrested and charged with bringing crack-cocaine into an agency-managed household, state police say.

Some employees were found to be using drugs within the residence in front of the clients, state police said.

Citizens Advocates, which offers addiction recovery assistance and mental health services has facilities in Massena and Ogdensburg as well, but those locations were not associated with the incident.

According to police, Jessica R. Sternisha, 29, of Constable, has been charged with Endangering the Welfare of a Mentally Incompetent or Physically Disabled Person. She was released on an appearance ticket for Malone Town Court on a later date in Jan. 2023.

Alec N. Hammond, 29, of Constable, was also charged with Endangering the Welfare of a Mentally Incompetent or Physically Disabled Person. He was released on an appearance ticket for Malone Town Court on a later date in Jan. 2023.

Police also arrested Melissa A. Martin, 26, of Moira, has been charged with Endangering the Welfare of a Mentally Incompetent or Physically Disabled Person. She was released on an appearance ticket for Malone Town Court on a later date in Jan. 2023.

Also arrested in the incident was Donna L. Jarvis, 49, of Brushton. Jarvis has been charged with Endangering the Welfare of a Mentally Incompetent or Physically Disabled Person. She was released on an appearance ticket for Malone Town Court on a later date in Jan. 2023.
