Regarding the teen with a long history of substance abuse who is being held in jail awaiting a drug rehab bed: Being in jail has begun the two most important parts of rehab of a criminal: one, society is protected from his criminal activity; and two, abstinence from his substance abuse. Give him some reading material. Have him assessed by a substance counselor. Try to get a sense if sending him to rehab will be a waste of time and money. Besides, it is not unheard of for people in rehab to acquire drugs. I think an approach such as this, towards criminal individuals with substance abuse issues, would go a long way in helping to break the vicious cycle of jail, to rehab, to crime and back to jail.
