St. Lawrence County grand jury hands down sexual abuse, rape indictments

CANTON – A Lisbon man currently incarcerated at the St. Lawrence County Correctional Facility was indicted Thursday by a St. Lawrence County grand jury on felony counts of first-degree sexual abuse and first-degree rape.

Douglas Monroe, 36, was also indicted on two counts of second-degree rape and predatory sexual assault against a child.

It is alleged Monroe had sexual intercourse with a child under 13 years of ages on multiple occasions, from November 2020 to May 2022, in the city of Ogdensburg.

In other grand jury action on Thursday:

Mason Stone, 22, of 2730 County Route 47, Norfolk, was indicted for first-degree rape, a sexually motivated felony. It is alleged that on June 21 in the Town of Norfolk, Stone engaged in sexual intercourse with a person without consent by the use of forcible compulsion and in doing so caused physical injury to a person over 65 years old.

Court documents noted Mason has a prior felony conviction of third-degree attempted burglary on April 12, 2019.

Jacob Perry, 23, of 10115 State Highway 56, Massena, was indicted for second-degree assault, and one count each of second and third-degree burglary. It is alleged Perry broke a man’s arm while trying to steal his wallet on June 13 on South Main Street in Massena.

Bridgett Murdock, 41 of 4 North Woods Road, Hermon, was indicted for fourth-degree grand larceny. It is alleged that on June 13 in the Village of Gouverneur, Murdock stole a credit or debit card.

Christopher Glover, 39, of Rush, N.Y., was indicted for one count of third and fourth-degree criminal possession of stolen property. It is alleged Glover stole a credit, debit or public benefit card and purchased items in excess of $3,000 on July 28 in the Town of Hermon.

Jeffrey Sakowski, 45, of 6669 State Highway 11, Canton, was indicted for failure to register as a sex offender. Court documents note that on June 10, Sakowski was a sex offender who knowlingly and unlawfully failed to register a chiange of address within 10 days of such change.

In grand jury action on Nov. 17:

Kristopher Fetter, 35, of 6188 State Route 11, Ellenburg Center, was indicted for one count each of second and fourth-degree criminal possession of a weapon, and fourth-degree criminal possession of a controlled substance. It is alleged that on July 24 in the Village of Massena, Fetter unlawfully possessed a loaded firearm and a ghost gun. Court documents also noted he was found to be in possession of more than a half ounce of methamphetamine.

In grand jury action on Nov. 10:

Adam Baublitz of Moira and 36-year-old Scott Stewart of Massena were each indicted for first-degree burglary, second-degree assault and second-degree attempted robbery. The two men, currently inmates at the county jail, are accused of assaulting a 79-year-old man during an attempted robbery in the early morning hours on Oct. 23 in Massena.

Gabriel Rich, 23, of Syracuse, was indicted for one count each of criminal possession of a controlled substance. It is alleged Rich was in possession of more than eight ounces of cocaine, with the intent to sell, on Sept. 27 in the Town of Potsdam.

Nicholas Hosler, 42, an inmate in the county jail, was indicted for first-degree criminal contempt and third-degree assault. It is alleged Hosler violated an order of protection while causing physical injury to a person on Sept. 19 in the Village of Massena.

In grand jury action on Nov. 1:

Rudie Windley, 37, Newark, N.J., was indicted on one count each of third and fifth-degree criminal possession of a controlled substance and fifth-degree criminal sale of a controlled substance. It is alleged that on June 7 and June 8 in the Village of Gouverneur, Windley unlawfully possessed and sold methamphetamine.

Korey Ayers, 37, and Emily Oakes, 33, both of 7 Sisson St., Potsdam, were each indicted for third-degree criminal possession of a controlled substance. It is alleged they unlawfully possessed fentanyl, with the intent to sell, on Jan. 25 in the Town of DeKalb.
