The Norwood Library should have been on the ballot five years ago. They needed to get together with the Hepburn Library in Norfolk and together gotten on the school district budget and then share the revenue equally. It will never pass on a school ballot without being a joint venture with Norfolk’s library. The year the Potsdam Library got theirs done in this way, I suggested this approach but nothing happened. In addition, they should have conducted fundraising every year in the past three decades to build up a reserve. It takes long-term vision.
