Lowell E. Kelsey, 79, passed away Saturday morning, January 8, 2011 at his home. Following Lowell’s wishes, there will be no public calling hours or services. Arrangements are entrusted to the Hammill Funeral Home in Winthrop.

Among his survivors are his wife, Janice and two sons, Michael and Wayne.

Lowell spent his life helping others as a New York State Trooper, Town Councilman and Town Supervisor for the Town of Stockholm.
