Two solar projects approved in Town of Canton

CANTON – Two more solar projects have been approved in the Town of Canton.

On Monday night, Jan. 23, the town planning board unanimously approved a 3.3 megawatt solar array at 676 Old DeKalb Road following a public hearing on Monday night.

The solar facility is on a footprint of 22.25 acres on property owned by William Mahoney.

The project developer is Liberty, Algonquin Power and Utilities, Corps., Oakville, Ont.; filed locally as BS Canton LLC.

Certain conditions, 21 in all, accompanied the board’s approval.

Some of the main points are requiring the developer to enter into a PILOT agreement with the town, enter into a Host Community Benefit agreement with the town, enter into an engineering escrow agreement with the town for $15,000, hold a 25-year lease with the property owner, fencing around the access road, trees planted around the installation, and provide the town with a construction schedule.

Following a public hearing Tuesday night, the town planning board unanimously approved a solar project at 22 Nickerson Road, a 5 megawatt solar array on property owned by Derek Sanderson.

The developer is Forefront Power, San Francisco, Calif.

That agreement was also accompanied by the same 21 conditions spelled out in the Old DeKalb Road solar project, including a $15,000 engineering escrow fee and entering into a PILOT agreement and Host Community Benefit agreement approved by the town board and town attorney..

This solar project was rejected by the St. Lawrence County Planning Board in October, citing a landscaping plan be submitted for vegetative screening to shield the houses on County Route 25 and Nickerson Road. A majority plus one vote overruled the county’s referral.
