BRASHER — A Stockholm man was charged with a felony Sunday evening following a dog complaint, according to state police.
Matthew R. Frizzell, 23, was charged at 5:45 p.m. with two counts of torture/injure/not feeding an animal and aggravated cruelty to animals, a felony, officers said.
He was cited and released.
