Proposing hotel, pavilion, Ives park changes, Potsdam Downtown and Waterfront Revitalization Plan available for review

POTSDAM – After 18 months of work, the village’s Downtown and Waterfront Revitalization Plan is now available for public review and an informational session is planned for 7 p.m. Tuesday, April 3 in the Civic Center board room.

The plan calls for a downtown hotel, a covered farmer’s market pavilion and a makeover of Ives Park.

Hard copies of the plan are available for public review at the village clerk’s office, village Planning and Development Office, and the Potsdam Public Library, all in the Civic Center. The plans will also at www.vi.potsdam.ny.us.

The Downtown and Waterfront Revitalization Plan has been overseen by an advisory committee which includes Mayor Steven Yurgartis, local volunteers, and representatives of the chamber of commerce and both colleges in the village.

The plan identifies a number of high priority projects that will be presented publicly for the first time at the meeting.

Planners stress that this is more than a “shelf” report, and is “an action document that identifies and demonstrates the demand for high priority projects such as a downtown hotel; and identifies regional, state and federal resources that can help to finance the project implementation.”

Village Planning and Development Director Fred Hanss notes that a rough draft of the plan was submitted last year with a successful grant request for $346,000 from the New York Department of State’s Local Waterfront Revitalization Program to undertake a major makeover of Ives Park and to study the development of a whitewater park downtown.

The same draft is the basis of an application to the St. Lawrence River Valley Development Agency for $40,000 toward the building of a covered pavilion adjacent to Ives Park that can be used by groups such as the Potsdam Farmers Market for downtown events.

The plan has been developed with help from Hanss, urban planning firm Chazen Companies, and Department of State Program Manager Andy Labruzzo.

Written public comment on the plan will be accepted through April 25.

The Advisory Committee expects to refer the plan and its report to the village Board of Trustees in May.
