Potsdam village has openings on planning, zoning appeal boards

POTSDAM -- Village Mayor Reinhold Tischler announced recently that the Village of Potsdam has vacancies for regular voting members and alternate members of its Planning Board and Zoning Board of Appeals.

The mayor seeks volunteers residing in the village to serve on these boards.

Regular voting members are asked to attend Planning and Zoning Board of Appeals meetings to review and act upon applications submitted.

In the case of the Planning Board, members may be asked to undertake study or planning projects by the Village Board of Trustees. Appointments to the Village Planning Board and the Zoning Board of Appeals are for a term of five years.

The Planning Board requires one regular voting member and the Zoning Board of Appeals requires two regular voting members.

Alternate members are asked to attend Planning Board meetings to stand in for regular voting members if a member is absent from a meeting. Alternate members then cast votes on applications brought before the board. Alternate members may also be invited to serve as a regular voting member of the board as seats become vacant. This ensures that volunteers are prepared to serve as regular voting members as vacancies occur.

The Planning Board requires one alternate member.

The Planning Board and Zoning Board of Appeals appointments are for a term of five years.

The Village Planning Board is responsible for reviewing and acting on applications for site plan review, special use and sign permits. The Planning Board is asked to undertake study projects at the request of the Village Board of Trustees.

Over the last few years, the Planning Board has helped to revise the village 's zoning code and drafted regulations for solar energy facilities. The Planning Board is scheduled to meet once each month between November and March and twice each month from April until October.

The board only convenes if there is an application to review or it is engaged in an assigned task.

The Zoning Board of Appeals is a quasi-judicial body that reviews and acts on applications seeking variances from the Village 's zoning code and reviews requests for interpretations of the code.

Applicants may seek variances from the code for dimensional relief or to use property for uses not permitted in a particular zoning district. The Zoning Board of Appeals is scheduled to meet once each month between November and March and twice each month from April to October.

The Planning Board and Zoning Board of Appeals periodically meet in joint session to discuss issues of mutual concern or to gather information.

In addition to scheduled meetings, members of the Planning Board or Zoning Board of Appeals must complete four hours of continuing education annually through on-line courses or attending periodic training provided by the St. Lawrence County Planning Board, the NYS Department of State or other state agencies.
