Potsdam town board sets public hearings, approves agreements

POTSDAM — The town board has set public hearings on tech and cable franchise contracts, approved several maintenance agreements and contracts with private firms to take care of equipment and infrastructure, and gave the nod to shared services agreements with other municipalities on highway work.

The measures passed at the board meeting on March 14.

Council members also signed off on adopting a multi-jurisdictional hazard mitigation plan update, agreed to purchase defibrillators for the highway department and town offices, authorized a bit for asphalt and binder and approved a penalty for a second notice related to tax collection.

Here’s a look at what they signed off on:

• The town board has set a public hearing on the renewal of its cable television franchise agreement with Spectrum Northeast, LLC for April 11 at 6:30 p.m. at Potsdam Town Hall, 18 Elm St. Copies of the agreement are available at the town clerk’s office.

• A website support and maintenance contract with Edmunds GovTech was approved. The company will migrate the town website to the latest version of Joomla 4 and AWS. The move will apparently mitigate security risks like cyberattacks and ransomware. The contract will cost the town $5,000 up front with another $5,000 support fee to be billed by year’s end.

• The town adopted the multi-jurisdictional hazard mitigation plan update for St. Lawrence County.

• Shared service agreements between Potsdam and the highway departments of the towns of Colton and Parishville were approved.

• The purchase of defibrillators from American AED at a cost of $1,315 for the high way department and town office were approved.

• The board approved an equipment maintenance agreement between the town and Cummins Sales and Service to maintain four town generators.

• A service agreement between the town and Hyde-Stone Mechanical was approved. Hyde-Stone will service the town hall’s heating and cooling systems. The fee charged will be $3,712 annually.

• An agreement with Valley Water Solutions Inc. was approved for maintenance of the town’s water and wastewater systems. The contract will cost $1,379.55 monthly for water and $520.45 monthly for sewer, and will expire Dec. 31.

• The town board approved a penalty of $2 against each parcel requiring a second notice for tax collection.

• Finally, the board authorized the re-bidding for paving materials for the highway department, including Type 3 binder, Type 6 top and Type 7 top. Bids will be received and opened by April 11 at 3 p.m.
