Police make DWI arrests, including Potsdam woman who went off road, Ogdensburg man charged under 'Leandra's Law'

State police have cited a number of motorists for drunk driving, including a Potsdam woman who went off the road in Alexandria and an Ogdensburg man who had a 15-year-old passenger in his vehicle.

Police arrested Desiree L. Webster, 23, 2 Barclay Rd., Potsdam, for Aggravated Driving While Intoxicated at about 11 p.m. Friday after her car went of the County Route 2 in Alexandria in Jefferson County.

She said she swerved to miss a deer in the roadway, troopers said. Police said her blood alcohol content level was .19 percent, more than twice the .08 percent threshold for DWI.

Robert M. Vincelette, 22, Champlain Street, Ogdensburg, was cited at 9:35 p.m. Friday with felony aggravated DWI under “Leandra's Law” following a traffic stop on County Route 6 in Oswegatchie. Vincelette was initally stopped for failure to dim high beams and crossing hazardous markings. He was processed at state police headquartes in Ogdensburg and found to have a .11 blood alcohol content.

He was charged under Leandra’s Law for allegedly having a 15-year-old in the vehicle at the time of stop, policed said. He was arraigned in Morristown Town Court and sent to St. Lawrence County Correctional Facility in lieu of $2,500 cash bail or $5,000 bail bond, police said.

Herbert F. Frost, 26, of 4 Fullerville Road, Harrisville, was arrested for felony aggravated DWI and other charges at 1:45 this morning after he was stopped on Island Street in the Village of Edwards for loud exhaust and failed to signal turn. Frost was also charged with felony aggravated unlicensed operation first degree, no muffler, failure to use turn signal, and open container of an alcoholic beverage, police said.

He was arraigned in Town of Fowler Court where bail was set at $5,000 cash or $10,000 bail bond, police said. Frost's blood alcohol contest was .18 percent, police said.

Laura L. Miller, 30, Edwards, was released to a third party after being charged with DWI at 2:15 a.m. this morning on Maple Avenue in Edwards, police said.

Martha M. Popple, 41, Canton, was cited for DWI on State Street, Ogdensburg, at 2:30 this morning, police said.
