Police identify Potsdam woman killed in Stockholm UTV crash

STOCKHOLM -- State police have identified the Potsdam woman who died in a UTV accident on the Skinnerville Road on Saturday about 5 p.m.

The preliminary investigation determined Steven F. Dow, 36, and passenger Kristie "Jo-Jo" Dow, 34, both of Potsdam, were traveling south on a 2021 Honda Talon Utility Terrain Vehicle (UTV).

Steven lost control of the UTV causing it to roll over, police said. Kristie was pronounced deceased on the scene.

Funeral arrangements are with Lawrence Funeral Home in Canton, where calling hours are planned for Thursday. A memorial gathering at the Pierrepont Fire Department is planned for Friday. Details can be viewed here.

While interviewing Steven, an odor of an alcohol beverage was emanating from his breath, police said. Steven submitted to a standardized field sobriety test on scene which he failed, police said.

Steven was arrested and transported to state police headquarters in Canton, where he was charged with second degree vehicular manslaughter and driving while intoxicated. He was also issued an unregistered motor vehicle ticket.

He was arraigned in Town of Stockholm Court where he was released on his own recognizance and given a return court date of June 21, police said.

State police were assisted at the scene by the local fire and rescue responders as well as the St. Lawrence County coroner.

The investigation is ongoing, police said.
