Massena officials seek grant consulting services to help with $10M Downtown Revitalization grant

MASSENA — The village of Massena will seek grant consulting and administration services from an outside firm in the near future for assistance with Massena’s $10 million Downtown Revitalization grant.

The contract would be a temporary, one-year contract as of right now, according to village officials.

Village officials voted unanimously during a board meeting held Jan. 18 to seek assistance in grant consulting, possible applications for new grants and administration of select previous and current federal, state and local grants related to the village.

“We have heard from a number of people who are also seeking similar services locally, so this will be a huge help for everyone involved,” Deputy Mayor Matt LeBire said.

Under the proposed one-year contract, the chosen firm will assist and guide the village with meeting financial, administrative and bookkeeping requirements of new and select existing grants, including preparation for drawdown requests, officials say.

“The primary role of the firm would be to assist with the administrative side of our DRI grant, but they would be expected to assist with a handful of other grants that have already been awarded as well,” Village Administrator Monique Chatland said.

Additional grants that would also be included in the role include the $987,000 grant awarded for restoration of the Old Mill, a $97,000 grant for the Creamery project and two grants totalling $663,680 for the JJ Newberry project.

Officials say another firm had done similar work in the past but the village chose to not renew the contract because the firm did not handle a significant enough portion of the administrative duties as required.

Other requirements of the contract include record keeping, contract administration, compliance monitoring, furnishing the village with forms necessary to implement projects and other administrative duties.

Deadline for proposals is 3 p.m. on Feb. 11, with the awarding of the contract expected on March 15.
