LISBON -- A Lisbon man was charged with animal cruelty Sept. 12, according to St. Lawrence County sheriff's deputies.
Michael P. Chambers, 44, was cited for the above charge following a report of a malnourished horse at his residence, deputies said.
He was charged and released on an appearance ticket, officers said.
