Law firms filing lawsuits against Ogdensburg Diocese under NY Child Victims Act

Two law firms have are filing of 14 lawsuits against the Diocese of Ogdensburg.

The suits were brought forward on Wednesday, Aug. 14, when the one-year window provision of the New York Child Victims Act (CVA) took effect.

The law firms of LaFave, Wein & Frament, and Jeff Anderson & Associates have released the names including four names not previously revealed.

Those four are Fr. James A. Delbel, Fr. John L. Downs, Fr. Joseph Francoeur, and Fr. Andrew R. Mulvany.

The law firms say the suits involve priests at St. Mary's Cathedral in Ogdensburg and the parishes of Notre Dame in Ogdensburg, St. John the Baptist in Madrid, St. Joseph and St. Lawrence in Massena, St. Mary's in Ogdensburg, and St. Ann in St. Regis Falls, among others around the diocese.

Those already named as targets of the suits are Fr. John Fallon, Fr. Edwin A. Kennedy, Fr. Emile G. LaLonde, Fr. Gerald F. McGrath, Fr. Liam O’Doherty, Fr. Albert R. Plante, Fr. Robert Shurtleff, Fr. Clark S. White, and Fr. Paul Worczak, all of whom at one time or another are believed to have been posted to the diocese.

Last November, the Ogdensburg Diocese released the names of 28 priests who they said they have "reasonable grounds" to believe sexually abused a minor or vulnerable adult. Many of them are dead.

The diocese on their website says all of those on the list are "Diocesan Priests removed from ministry and those who were deceased or left ministry prior to a finding of reasonable grounds by the Diocesan Review Board and/or the Diocesan Bishop due to sexual misconduct with a minor or vulnerable adult."

The attorneys filing suits now also demand that “the Diocese of Ogdensburg and Bishop Terry LaValley release all the names of every credibly accused priest who has worked in the diocese, as well information on the alleged perpetrators’ history, current whereabouts and what the Diocese knew about alleged child sexual abuse,” according to the press release from the attorneys.
