Gouverneur man indicted on multiple counts of rape, criminal sexual act

CANTON – A Gouverneur man currently incarcerated at the St. Lawrence County Correctional Facility was indicted Thursday by a St. Lawrence County grand jury on multiple counts of rape and criminal sexual act.

It is alleged that Elliot Matthews, 23, engaged in sexual intercourse and other sexual acts with a person less than 15 years old on May 10, May 12 and 13, May 19 and 20, and June 2 and 3 in the Town of Hermon.

Matthews was indicted on four counts of second-degree rape, four counts of second-degree criminal sexual act, five counts of endangering the welfare of a child, and one count of obstructing governmental administration stemming from an incident on June 17 in the Town of Hermon.

In other grand jury action:

Gerald Dissottle Jr., 31, Joseph McGregor, 36, both inmates at the county jail, and William McGregor, 36, 61 Ames St., Massena, were each indicted on drug and weapons charges.

It is alleged that all three men unlawfully possessed more than four ounces of fentanyl and more than one-half ounce of cocaine with the intent to sell on July 13 in the Village of Massena.

Dissottle was indicted on two counts of third-degree criminal possession of a controlled substance and second-degree criminal possession of a weapon. Joseph McGregorwas indicted on three counts of third-degree criminal possession of a controlled substance, second-degree criminal possession of a controlled substance, and second-degree criminal possession of a weapon. William McGregor was indicted on one count each of second-degree and third-degree criminal possession of a controlled substance.

Skyler Keleher, 21, an inmate at the county jail and formerly of Potsdam, was indicted on a sex offender registry violation. Court documents noted that Keleher knowingly and unlawfully failed to register a change of address within the time period provided by law on Dec. 13, 2021.
