GOUVERNEUR — A Gouverneur man was charged with promoting prison contraband Tuesday stemming from a complaint made to state police June 30, 2020.
Steven Rutkowski, 41, was charged with first-degree possession of dangerous prison contraband, felony, at 12:55 p.m., police said.
He was reportedly ordered held.
