BLACK LAKE — A Gouverneur man was arrested Sunday stemming an incident where a contractor allegedly accepted money for work that was never completed, according to St. Lawrence County sheriff’s deputies.
Paul J. Smith, 45, was charged with fourth-degree grand larceny after he was reportedly hired to do work on a homeowners property and once he received payment he did not complete any work, officers said.
He was cited and released.
