Shelly L. Smith, 49, Madrid, was charged with driving while intoxicated and failure to keep right at 12:45 a.m. on May 23 on Market Street.
Police observed the vehicle she was operating cross over the centerline on Market Street. Upon a traffic stop on Pine Street it was determined Smith was impaired by alcohol. Smith was transported to the police station for processing where a chemical breath test revealed her BAC to be 0.11%. It is illegal to drive if you have a BAC of 0.08% or higher.
The charges are returnable in Potsdam Town Court on June 7.

Corey S. LaRowe, 20, Potsdam, was ticketed for no/inadequate muffler/exhaust on May 23 at 1:47 p.m. on Maple Street. The ticket is returnable June 7 in Potsdam Town Court.
Andrew M. France, 44, Potsdam, was charged with third-degree assault, second-degree menacing with a weapon, two counts of fourth-degree criminal mischief, third-degree criminal possession of a weapon, resisting arrest, and coercion at 1:59 p.m. on May 23 on Pine Street. According to Potsdam police, France was arrested receiving a report of a domestic dispute on Pine Street. France was arraigned at Potsdam Town Court and ordered held at the St. Lawrence County Correctional Facility. An order of protection was issued in favor of the victim.
Craig N. Norsworthy, 31, Gouverneur, was charged with driving while intoxicated, consumption of alcohol in a motor vehicle and no/inadequate plate lamps. Police stopped him on Clarkson Avenue as a suspect in an unrelated complaint. Upon the traffic stop it was observed that Norsworthy had an open container of alcohol in his vehicle, had no license plate lamps and was under the influence of alcohol. Norsworthy was processed at the police station where he submitted to a chemical breath test which revealed a BAC of .09%. It is illegal to drive if you have a BAC of 0.08% or higher.
The charges are returnable in Potsdam Town Court on June 7.
