Detained at 6:11 PM for a mental health evaluation. Subject was transported to Claxton Hepburn Medical Center.

Natasha M. Petrie, 29, Ogdensburg, NY

Arrested at 7:46 PM on a Bench Warrant issued by Judge Young of the Gouverneur Town Court. Subject did fail to appear for court on 05/02/19. She was arraigned in Gouverneur Town Court where she was remanded to the St. Lawrence County Jail until a return court date.

James R. Petrie, 35, Ogdensburg, NY

Arrested at 7:46 PM on an Arrest Warrant for failing to appear to Gouverneur Town Court on an earlier date for Aggravated Unlicensed Operation – 2nd degree, Unregistered Motor Vehicle, Uninspected Motor Vehicle, Uninsured Motor Vehicle, Switched Plates, and Invalid Inspection Certificate. He was arraigned in Gouverneur Town Court where he was remanded to the St. Lawrence County Jail until a return court date.

Arrested at 7:46 PM for Manufacture of Methamphetamine in the 3rd degree and Unlawful Disposal of Methamphetamine Laboratory Equipment Material. Defendants did possess on 05/02/19 at 112 William St Gouverneur NY with intent to use, or knowing that another intends to use such product to unlawfully manufacture, prepare or produce methamphetamines. Defendants did unlawfully dispose methamphetamine laboratory material when knowing such actions in furtherance of a methamphetamine operation disposed of or possessed with the intent to dispose of hazardous or dangerous material under circumstances that create a substantial risk to human life. They were arraigned in the Town of Gouverneur Court before Judge Travis Dann and held on $500 cash/ $1000 bond and transported to the St. Lawrence County Correction Facility until a return court date. The St. Lawrence County Sheriff Department’s Drug Task Force, Ogdensburg City Police Department and New York State Police helped assist with the arrest.

Charged at 8:43 PM with Driver’s View Obstructed. Subject was traveling on West Main Street with an excessive amount of belongings stacked to the ceiling of his vehicle, obstructing his view of driving. Subject is to return to Gouverneur Town Court at a later date.

Dustin A. Hitsman, 31, Gouverneur, NY

Arrested at 2:16 PM for Burglary – 2nd Degree, Attempted Assault – 2nd Degree with intent to cause serious physical injury), Strangulation – 2nd Degree (obstruct breath/blood circulation- cause physical injury), Sexual Abuse – 1st Degree (contact by forcible compulsion), Unlawful Imprisonment 2nd Degree, Menacing – 3rd Degree, and two counts of Endangering Welfare of a Child (less than 17 years of age). Defendant was arrested after a police investigation regarding a domestic dispute. Defendant was arraigned at the Fowler Town Court before Judge R. Young and held on $5,000 cash / $10,000 bond and transported to the St. Lawrence County Correction Facility until a return court date.

Tabbatha R. Fifield, 27, Ogdensburg, NY

Arrested at 3:55 PM for three counts of Endangering Welfare of a Child. Defendant left three young children unsupervised and later found to be playing near the river for approximately 1 to 2 hours with no supervision. Defendant was arrested and transported to the Gouverneur Village Police Department for processing. Defendant was issued appearance tickets and released until a return court date.
