Massena Village Board takes action on food truck vendor permit process

MASSENA — Food truck vendors in Massena now have a clear cut permit process after the village board unanimously passed a local law for mobile food vendors.

All licenses for mobile food vendors will be processed through the village clerk’s office, with final approval from the village board.

Licenses will be valid for one year at a cost of $250 or $25 per day in instances where a vendor may only wish to partake in a special event. Licenses are required for each vendor’s stand, booth, cart, wagon, truck or other device, according to the regulations.

Vendors may commence food sales following license approval and an inspection by local fire code officials, according to the regulations.

Advertising signage not attached to a vendor’s vehicle, cart or other devices are allowed but with a size limitation of four square feet.

Vending sites are to be kept clean and tidy and any mobile food vendor near a sidewalk must maintain a minimum clearance of five feet.

No mechanical audio devices or noise making devices or hawking is allowed. Hawking is defined as “the loud, repeated oral solicitation of business by the mobile food vendor or employee,” according to regulations.

Chief Code Enforcement Officer Aaron Hardy reiterated to the board that the regulations were put in place after state officials requested all local municipalities implement some sort of regulation for such vendors.

“This was all prompted by the state. We looked at our existing code and luckily found a relatively seamless way to squeeze it in. Administrator (Monique) Chatland did a lot of work and did a great job making it coherent and easy to adjust if needed in the future,” Hardy said.
