Former Teamsters exec from Ogdensburg named Development Authority of North Country chairman

OGDENSBURG – A former labor union president has been named chairman of the Development Authority of the North Country Board of Trustees.

Frederick J. Carter, Ogdensburg, a member of the DANC board since 2004, was elected to the position for the coming fiscal year.

DANC provides regional infrastructure and technical services to municipalities in St. Lawrence, Jefferson and Lewis counties.

Originally appointed by then-Gov. George Pataki, Carter was appointed to the DANC board as a voting member in 2010 by the St. Lawrence County Legislature. He was reappointed recently by the legislature to another term ending in 2022.

He retired as president and principal executive officer of the Teamers Local 687 in 2009, having served the organization in various capacities since 1968. He has served on the boards of the St. Lawrence County United Way, Ogdensburg Growth Fund and the Ogdensburg Correctional and Riverview Correctional Facilities advisory boards.

Carter also served on the board of the Ogdensburg Bridge and Port Authority for 22 years.

Based in Watertown, DANC works with partners in water, sewer, housing, telecommunications and solid waste management, owning and operating water and wastewater lines, over 2,000 miles of fiber network and a tri-county solid waste management facility in Roadman.

Also elected at the authority’s annual meeting were Vice-Chair Margaret Murray, Champion; Treasurer Thomas Hefferon, Watertown; and Secretary Dennis Mastascusa, Lowville.
