Town and village of Canton sign off on contract for co-management of update to local waterfront plan

CANTON — The Canton town and village boards have both signed off on a Memorandum of Understanding between the two municipalities for how the two governments will administer an $81,986 grant to update Canton’s Local Waterfront Revitalization Plan.

The town applied for the grant with the state Department of State under the Local Waterfront Revitalization Program on behalf of both the town and village.

The state approved the grant for over $81,000 for the municipalities to complete an update to the Canton Grasse River Waterfront Revitalization Plan (LWRP).

Both boards, town and village, held a joint meeting on April 24 and each board approved the MOU on how the grant and update would be handled.

On the village board of trustees, at the joint meeting, Village Trustee Anna Sorensen made a motion to approve the MOU, which was seconded by Trustee Barb Beekman. The resolution was then passed unanimously by the board.

On the town council, Councilman James Smith made the motion to approve the MOU, which was seconded by Councilman Randy Brown seconded the motion. The town board then unanimously approved the MOU resolution.

Under the MOU, the Village of Canton will provide administration, and oversee completion of the project. The MOU states that the project will include hiring a contractor to do the work as is indicated in the state grant agreement.

The village will be responsible for keeping and submitting records of project cost and local match undertaken during project completion to the Town of Canton consistent with grant requirements, the MOU said.

Invoices of all of the completed work are to be presented to the Town of Canton.

Handling all of the fiscal records related to the project will be the Town of Canton’s responsibility.

The town is to use invoices and documentation received from the village to request reimbursement from the state Department of State. This will be achieved under an existing Memorandum of Understanding with the Village of Canton for services provided through the Community Economic Development Office, the MOU said.

The joint Town/Village Economic Development Committee will provide oversight of procurement and administration of contracts.

After project work is completed the town is to disburse grant funds to the village to cover the cost.
