Massena resident expresses praise for Canton Town Board

I want to commend the Canton Town Board for their due diligence in updating codes that regulate kennels and shelters. Any animal lover would agree that vulnerable animals, whether in shelters or kennels, should be protected from disease, filth and harm.

However, remarks at the recent meeting by those defending Mr. Beri and his No Dogs Left Behind operation seemed to completely miss the point. Mr. Beri’s defenders implied that the issue was a few “NotInMyBackYard” neighbors filing unjustified noise complaints about barking dogs. They criticized implementation of code guidelines (already supported in a petition signed by 117 concerned community members).

Possible abuse in the growing number of unregulated, poorly-managed kennel shelters is exactly why the NYS Agriculture and Markets Department has created a new set of protective requirements - which will begin enforcement with penalties at the end of 2025. By updating the town zoning codes with regard to NYS rulings, the Canton Town Board is admirably preparing to not only better protect animals, but ensure that owners of such facilities demonstrate respect for the laws and the community.

Granted, Mr. Beri’s supporters assume he’s an expert dog handler doing a great service by rescuing dogs from dog-eating countries. And if they’re sending him donations or paying $3,000 to adopt a dog, they probably also believe his Facebook, YouTube and website promotional self-aggrandizing.

But savvy people have questions about this NDLB facility. Where is Beri’s NYS Agriculture and Markets Department registration posted? Where’s the proof that every dog at NDLB has acquired the necessary license with the Canton town clerk? What is the verifiable objective evidence of actual conditions and care at the facility? Where is the mandated CDC certified vaccination record for each dog? Isn’t it just common sense that town codes require Beri to “regularly clean up and properly dispose of animal waste”, “fence outdoor running areas in a manner that restricts access and provides full enclosure to prevent escape” or “present a plan to prevent or alleviate significant noise impacts from animals boarded on site”?

Mr. Beri exposed his truth in his 8/16/23 interview on NCPR when he said he likes the Canton Rt. 68 location “being zoned rural where I can do what I want”. I daresay that the Canton Town Zoning Board takes issue with such a laissez-faire attitude and so should every citizen who cares about animal welfare and the community.
