UTVs on town highway

Once again, I saw a UTVs being operated on a town highway here in Colton. This one was being operated by a young boy, I would say no more than 11 or 12 years of age, with a little girl in the passenger seat, going right along in the driving lane with lots of traffic behind them. I've seen this so often here in Colton. Even adults are driving these things as if they were legal to be on the road. Sorry, they are not legal to be operated on the road! Your slow moving vehicle triangle (for those who even have one on the machine) means absolutely nothing...you are still breaking the law. Now, obviously, with the children driving them there is no drivers license involved, and, that is probably true for some of the adults too. Pretty cheap transportation for these few, while us law-abiding motorists have to follow the rules and the laws. However, who is going to be financially responsible when one of these machines is involved in an accident on the roadway...maybe someone seriously injured or killed...and/or lots of property damage? I ask - where are our law enforcement agencies - the troopers and the deputies? Why are they not patrolling here often, stopping these machines and issuing tickets and putting a stop to this nonsense? Phone calls can be made to report these things, but, why should that be the only way we citizens can get anyone to act on this problem? We have all seen our law enforcement turnout in droves for other important issues; let's see them make the same kind of response to this important issue.
