When asked to maintain clean sidewalks and alleys, our downtown businesses should get a tax break if they comply. I know they pay heavy taxes. Wouldn’t a carrot be better than a stick in this issue? When my mother rented rooms in our large home to students she offered a rebate if they kept the place neat and clean. She also let them throw their dirty clothes down a chute and she washed them in our basement’s laundry. Maybe what worked in the 50’s would work today?
