Blocking of intersection

If it is illegal, as the posted sign says, for cars waiting at the traffic light on Market Street in front of Stewart's Shop to block the entrance to Elderkin Street, why isn’t a similar sign posted on Lawrence Avenue for people waiting at the intersection of Lawrence Avenue & Elm street to warn drivers not to block the entrance to Leroy Street? Countless times throughout the day tractor trailers and vehicles will line up at that light stretching across the entrance to Leroy Street and down Lawrence Avenue. The cars waiting to turn left onto Leroy Street are backed up into the intersection waiting to make their turn, hoping another car doesn’t rear end them as more and more cars line up behind them. This will only get worse when the college students come back. A sign should be posted and maybe more frequent patrols near there at least during peak hours of the late afternoon as people head home from work and School buses are out.
