NORFOLK -- Two Massena youth were charged with sexual abuse Saturday afternoon stemming from an incident first reported to state police Sept. 15.
The two 10-year olds were charged with first-degree sexual abuse: contact with an individual less than 11 years old, troopers said.
The names of the youth were withheld due to their ages.
They were released on appearance tickets returnable to court at a later date.
