This time, police say he broke into a city home and started making the drug.

Francis R. Baker, 44, no fixed address, was charged by city police with a felony count each of second-degree burglary and third-degree unlawful manufacture of methamphetamine on Thursday.

Police say he entered a residence on New York Avenue and was told to leave, but he didn’t, so the residents called police. They responded around 11 a.m. and observed “components known for manufacture of methamphetamine,” according to police.

Baker was arraigned in city court by Justice William Small and remanded to the St. Lawrence County jail, Canton, in lieu of $10,000 bail or $20,000 bond, police said.

City police were assisted at the scene by the state police Contaminated Crime Scene Response Team and Ogdensburg Fire Department.

Baker’s previous meth arrest this year stemmed from his alleged involvement in a January fire at Belmont Courts that investigators say was related to manufacturing the drug. In that case, he was charged Feb. 20 with third-degree unlawful manufacturing of methamphetamine, third-degree criminal possession of controlled substance, criminal possession, seventh-degree possession of a controlled substance and criminal possession of a hypodermic needle.
