OGDENSBURG -- A second individual has been arrested following the investigation of a methamphetamine lab discovered at 102 Ogden St., Upper Apartment, on March 21.

Ogdensburg Police were dispatched to the area of Cresent and Montgomery Streets, for a report of a male throwing trash over the Cresent Street embankment Saturday, March 24.

Upon officers' arrival, the male had left the area. Police say the garbage discarded was discovered to be a methamphetamine lab and its components. A short time later, investigators say they identified the man as Robert J. Driscoll, 33, no fixed address, as the person who had discarded the lab.

He also possessed methamphetamine and a hypodermic needle, police said.

He was taken into custody and charged with unlawful disposal of methamphetamine laboratory material, a class E felony, seventh-degree criminal possession of a controlled substance, a class A misdemeanor, and criminal possession of a hypodermic instrument, also a class A misdemeanor.

Driscoll was also a suspect from Wednesday night’s methamphetamine lab discovery at the Ogden Street apartment. Ashley M. Williams, 23, was charged previously in that case. Read more on that here.

Based on his alleged involvement in Wednesday night’s methamphetamine lab, Driscoll was also charged with criminal possession of a controlled substance third degree, a class B felony, and third-degree unlawful manufacture of methamphetamine, a class D felony, police said.

In addition, based on an order of protection issued on March 20 ordering Driscoll to stay away from 102 Ogden St., and his presence at that residence on March 21, Driscoll was additionally charged with second-degree criminal contempt, a class A misdemeanor, according to police.

Driscoll was arraigned in Ogdensburg City Court and remanded to the St. Lawrence County Correctional Facility on $5,000 cash or $10,000 bond.

The Ogdensburg Police Department was assisted by the New York State Police Contaminated Crime Scene Emergency Response Team.
