Ogdensburg council to discuss zoning, property sale, $500,000 grant Monday

OGDENSBURG – Ogdensburg City Council will meet Monday to discuss a potential property sale, a zoning change, a Restore NY application Monday.

Meetings are held at 7 p.m. at city hall.

On Monday the council will consider a resolution allowing a zoning change for a 503 Mansion Avenue property. The .52-acre property is bound by Mansion Avenue, Spring Street and Albany Avenue.

Claxton-Hepburn Medical Center owns the parcel and has requested to rezone it from the Adaptive Reuse District to Moderate Density Residential.

The hospital is hoping to sell the property.

Hospital officials are requested to expedite the zoning change process, which could be completed by Oct. 11 if no objections are made to the plan.

The property is included in the city’s Adaptive Reuse District, but the sale is contingent on changing the zoning designation to Moderate Density Residential.

Ogdensburg planning staff has already reviewed the parcel and proposed change and has recommended that the planning board support the change. If the planning board does support the zoning change it will still need approval from city council.

In a letter from the hospital to the city planner, the hospital pointed out that the sale of the property would bring the parcel back on to tax roll.

Ogdensburg will likely hold a public hearing after receiving a recommendation from the planning board.

A second resolution on the agenda will all the city manager to apply for up to $500,000 from the Empire State Development Corporation for a Restore NY grant. The grant would require a 10 percent match from the city and would be used to demolish or rehabilitate vacant, abandoned and condemned properties.

The council will also consider a selling a vacant lot at auction. The property is located at 729-737 State Street and the proposed minimum bid is currently proposed to be $3,750.
