LOUISVILLE -- A Massena man was jailed Tuesday night following a complaint of sexual offense, according to state police.
Richard D. Kerr, 66, was charged with first-degree sexual abuse, felony, at 9:39 p.m., troopers said.
He was also charged with second-degree unlawful imprisonment and criminal obstruction of breathing, officers said.
He was reportedly ordered held in jail on $15,000 bail.
