FOWLER – A Harrisville 20-year-old has been arrested and charged with first-degree rape of a female under the age of 13.
Joseph R. Clement II was charged today with rape and endangering the welfare of a child after an investigation by Gouverneur-based state police into a complaint of his having sex with a female younger than 13 years old last spring.
Clement was arraigned in Town of Fowler Court and was sent to the St. Lawrence County Correctional Facility where he is being held in lieu of $25,000 cash bail.
